The Popular Conference for Palestinians Abroad (PCPA) called for the mobilization of all Palestinian energies and capabilities at home and abroad to confront the dangers that threaten the Palestinian issue, necessitating an agreement on a comprehensive national strategy to lead the phase, one that is based on democratic foundations that enhance the value of partnership.

On Thursday, 1 October 2020, PCPA held a press conference in Istanbul, under the title “In the Embrace of the Palestinian National Dialogue, an Open Letter to the Secretaries General,” in which Deputy Secretary-General Hisham Abu Mahfouz and Acting Chairman of the General Assembly Majed Al-Zeer, as well as a number of General Assembly members participated.

PCPA stated that the Palestinian factions and forces' call to hold legislative and presidential elections, as well as ones seeking the foundation of a new National Council, is an entitlement for the Palestinian people in all their places of residence, an entitlement represented by uniting positions and ranks, as well as concentrating action

PCPA added that the elections must start with choosing a new Palestinian National Council, because these are the elections in which all Palestinians participate, inside and outside the country, and the ones which express the general will.

PCPA, however, warned against any potentials of using the elections as a channel to renew the Oslo Accords and to embark on absurd negotiations, for these elections are ones seeking to refresh and revive the Palestinian body, with roles played by the younger generation and women, are ones that catalyze a democratic spirit within Palestine, as an institution and a management aiming to challenge and combat the occupation.

“These are matters that mandate preparedness for such entitlements, an agreement between all Palestinian forces, along with them the components that represent the will of our Palestinian people abroad, which are to provide the desired and convenient democratic environment needed to achieve the success of Palestinian elections. Accordingly, the Conference considers that priority should be given to the election of the Palestinian National Council if general elections are to be held,” PCPA added.

PCPA also called on the leaders of the Palestinian action and all components of our people to push further the work of the Popular Resistance Committee, by giving priority to confronting the occupation, settlement, annexation and the deal of the century, without neglecting the struggle led by Palestinians abroad, as they seek to support our people at home.

PCPA saluted the Palestinian secretaries-general meeting, as it is a positive step on the road to unity of the Palestinian ranks against the deal of the century, annexation plans, and the accelerating normalization accords.

The full body of the statement:

In the Name of Allah, Most Gracious, Most Merciful

The Popular Conference for Palestinians Abroad (PCPA) salutes the Palestinian secretaries-general meeting, as it is a positive step on the road to unity of the Palestinian ranks against the deal of the century, annexation plans, and the accelerating normalization accords, since the annexation of al-Quds (Jerusalem) and moving the headquarters of the US embassy there, as well as the restrictions imposed on holding prayers in the al-Aqsa Mosque all reflect the magnitude of the dangers threatening our people and cause.

However, confronting these dangers and challenges in an effective and tangible manner requires prioritizing the enhancement of all forms of popular resistance, until the occupation is defeated and the settlements dismantled unconditionally.

The power balance, despite some shortfalls, allows for the achievement of this goal, if the efforts of our people are united across their places of residence and the energies of Palestinians abroad are summoned, along with support from the Arab and Islamic worlds, as well as that of the free people of the universe, through urging a long-term popular resistance that will make the continuation of the occupation more costly than its departure.

On this occasion, the Conference affirms the importance of the role of Palestinians abroad, whose number exceeds seven million — this essential and vital component whose efforts have been marginalized and have not been invested since the disastrous Oslo Accords, despite its long history of steadfastness, sacrifice and giving, despite its being the trigger for the Palestinian resistance. In no way, the will of this important group can be ignored, let it be institutions, powers, personalities and national figures, who have greatly contributed to preserving the Palestinian identity and keeping the flame of the revolution in the consciences of our people.

What is required of us and everyone now is to mobilize all energies and capabilities at home and abroad to face the dangers that threaten the Palestine issue, which in turn demands an agreement on a comprehensive national strategy to lead this phase based on democratic foundations that enhance the value of partnership.

Through the meetings that have been held and those to be held by the Palestinian forces and factions, a tendency has emerged, for a decision has been made to conduct respective elections, legislative, presidential, and pertaining to the Palestinian National Council. We consider this an entitlement for our Palestinian people everywhere, and an entitlement represented by uniting positions and ranks, as well as concentrating action.

Hence, the Conference believes that it is more appropriate and proper to start the elections with choosing a new Palestinian National Council, because these are the elections in which all Palestinians participate, inside and outside the country, because these are the elections which express general will. The Conference, however, warns against any potentials of using the elections as a channel to renew the Oslo Accords and to embark on absurd negotiations, for these elections are ones seeking to refresh and revive the Palestinian body, with roles played by the younger generation and women, are ones that catalyze a democratic spirit within Palestine, as an institution and a management aiming to challenge and combat the occupation. These are matters that mandate preparedness for such entitlements, an agreement between all Palestinian forces, along with them the components that represent the will of our Palestinian people abroad, which are to provide the desired and convenient democratic environment needed to achieve the success of Palestinian elections. Accordingly, the Conference considers that priority should be given to the election of the Palestinian National Council if general elections are to be held.

Finally, we readdress the leaders of the Palestinian action and all components of our people to push further the work of the Popular Resistance Committee, by giving priority to confronting the occupation, settlement, annexation and the deal of the century, without neglecting the struggle led by Palestinians abroad, as they seek to support our people at home.

We salute our prisoners, the captives of freedom, who are held behind the bars of the occupation’s prisons. We are faithful that our beloved prisoners shall see the light of day soon.

Freedom for prisoners

Mercy be upon martyrs

Together on the road of liberation and return
